butter and flour 15 1/2x10 1/2 x1" baking sheet.
Whisk water and 1/2 cup margarine, 1/2 cup cocoa, oil, 1 tsp vanilla and soda in large bowl to blend. whisk in sugar, flour, salt then milk and eggs. spread batter in pan. sprinkle with chips - bake cake until toothpick tests clean - about 20 minutes.
transfer cake in pan to rack.
melt remaining margarine over med-heat. remove from heat - whisk in powdered sugar, whole milk, remiaing cocoa powder, and 1 tsp vanilla.
spread atop warm cake - sprinkle with nuts. cool...cut into 24 pieces
