Cut beef into strips. Heat oil in large skillet; brown beef over medium heat. Add broth, celery, garlic, soy sauce, ginger, salt and pepper. Bring to boil. Reduce heat; Cover and simmer 1 hour or til the meat is tender. Add tomatoes, peppers and onions; bring to boil; reduce heat cover and simmer 5 minutes or til the vegetables have reached desired tenderness. Combine cornstarch and water til smooth; add to pan and bring to boil; cook and stir 2 minutes. Serve over hot white rice.
