Sauté onion, chopped chilis and minced garlic in two tablespoons of vegetable oil. Add remaining ingredients and simmer for 30 minutes. Add chicken breast and simmer for another 30 minutes. Top off with tortilla chips and grated cheese 5 minutes before soup is done.
